Puntland Government maintains regulatory oversight throughout the concession.
Fully upgraded infrastructure transferred back to government as a public asset.
GDG operates under formal agreements with the Puntland Government, ensuring public sector oversight and long-term national interest is protected throughout all projects.
The BOT framework ensures capital investment is mobilised by GDG without overburdening public finances, allowing government resources to be directed to social services.
