GDG operates through a Build–Operate–Transfer (BOT) model, partnering with the Puntland Government to deliver world-class infrastructure without burdening public finances.

GDG manages and operates the facility, generating revenue and employment.

Oversight

Puntland Government maintains regulatory oversight throughout the concession.

Transfer

Fully upgraded infrastructure transferred back to government as a public asset.

Government Partnership

GDG operates under formal agreements with the Puntland Government, ensuring public sector oversight and long-term national interest is protected throughout all projects.

Capital Without Burden

The BOT framework ensures capital investment is mobilised by GDG without overburdening public finances, allowing government resources to be directed to social services.

Community & Diaspora

GDG actively engages the Somali diaspora and local communities as stakeholders, investors and partners — ensuring development serves and is owned by the Somali people.

Transfer to Public Ownership

All BOT projects are eventually transferred back to the government as fully upgraded, internationally-compliant public assets at the conclusion of the concession period.
